It is important to make sure that these responsibilities are important and things they can actually take care of. Over time people are going to figure out what is happening and you can help other people work their way up on their own.
Any company should proceed with caution when attempting to improve the professionalism of their management style. You need to make sure productivity is maintained so don't complicate things. You will find problems occur in any company when the established order is changed. The result is that it can take some time for the procedures and the employees involved to adapt.
